Lisa Carty

Lisa Carty is the Director of Humanitarian Financing and Resource Mobilization within the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), where she leads OCHA’s Pooled Fund Management Branch and Resource Mobilization Branch. Prior to this position, she served as Director of the United States Liaison Office of UNAIDS.

Ms. Carty has devoted most of her career to international health and humanitarian issues, including serving as UNAIDS’ Country Coordinator for the Russian Federation and helping to lead the work of the Global Health Policy Center at the Center for Strategic and International Studies, a non-partisan Washington, D.C., think tank.

From 2002 to 2007 she worked for the Bill & Melinda Gates Foundation’s Global Health Program as Deputy Director for Public Policy, where she developed a multi-million dollar grants portfolio and helped manage the Foundation’s relations with the Global Fund to Fight AIDS, Tuberculosis, and Malaria. Earlier in her career she served for 25 years as a Foreign Service Officer with the United States Department of State, where her work included assignments both in Washington and abroad with a focus on multilateral issues, refugee assistance, international migration, and emergency humanitarian response.

Ms. Carty has worked in South and South-East Asia, the Russian Federation and the Middle East. From 1998 to 2001 she served with the United Nations Relief Works Agency for Palestinian Refugees in Jordan and later as the United States Government’s Regional Coordinator for Refugee Affairs with responsibility for programs in the West Bank, Gaza, Lebanon, Jordan, and Syria.

She has served as a member of the United States Presidential Advisory Committee on Trade Policy and Negotiations and currently chairs the Steering Committee of the Pink Ribbon Red Ribbon Initiative, a public-private partnership founded by the George W. Bush Institute, the United States Department of State, Susan G. Komen for the Cure, and UNAIDS to combat cervical and breast cancer in Africa and Latin America. She remains a non-resident senior adviser at the Center for Strategic and International Studies.

Ms. Carty graduated from Georgetown University’s School of Foreign Service, studied at the Fletcher School of Law and Diplomacy and received her master’s degree in public health from Johns Hopkins University.
