Vice Minister Carlos Guillermo Flaquer

Graduated from the Pontificia Universidad Católica Madre y Maestra (PUCMM), Flaquer holds a bachelor’s degree in business administration, an MBA in entrepreneurship and new business development from Nova Southeastern University, Florida, and a master’s degree in engineering and supply chain management from the Polytechnic University of Valencia. He has completed courses in competitive strategy at the Ludwig-Maximilians University in Munich, as well as in creativity, innovation, and change at Pennsylvania State University.

Flaquer was the director of parks and logistics at DP World Caucedo, from where he collaborated in the development of the first logistics center established in a port, throughout the region. In addition, he previously served as Microsoft Dynamics product and marketing coordinator for Latin America. 

In 2015, he was part of the commission that worked on the legal framework that governs the logistics centers and the operation of the logistics operating companies in the Dominican Republic. He was the general coordinator of the Logistics Cluster of the Dominican Republic, member of the Dominican Association of Free Zones’ board of directors, member of the Trade Facilitation Committee of the American Chamber of Commerce (AMCHAM), Global Shaper member of the World Economic Forum, and director in the Analysis Center for Public Policies.
