Raymond Asfour

Raymond is the Founder and CEO of Expectation State, an organization which works to increase the quantity and quality of investment into emerging states, for the benefit of society as a whole. Expectation State engages global industry and private market actors on behalf of host governments, working politically to ensure emerging states are well-prepared to engage investors.
Raymond’s career has focused on supporting governments in emerging states on behalf of a wide range of donors including DFID, FCO, EU, UN, Danida, and the U.S. Specializing in fragile and conflict-affected States, he has worked extensively throughout South Asia, the Middle East, and Africa, designing, implementing, and evaluating complex programs and funding instruments aimed at enhancing state stability, including through private sector engagement.
Prior to founding Expectation State, Raymond focused on assessing and evaluating aid effectiveness at the strategic level on behalf of a variety of governments in a number of countries. With expertise in national and sub-national governance in transition states, Raymond has extensive experience of forming deep and influential relationships across government, supporting their engagement with private sector entities and civil society.
In addition to his role at Expectation State, Raymond is a Senior Deployable Civilian Expert for the UK Government Stabilisation Unit and is a board trustee of the Centre on Religion and Global Affairs and CRGA USA. Raymond’s country experience includes Afghanistan, Djibouti, Ethiopia, Jordan, Kenya, Lebanon, Northern Ireland, Pakistan, Puntland, Sierra Leone, Somalia South-central, Somaliland, South Sudan, Syria, Tunisia, and Turkey.
