Dr. Richard Berry is a senior strategic planning executive with a passion for driving meaningful change and a talent for bridging the gap between strategy and execution. He has over 20 years of senior-level experience in strategic planning, partnership building, organizational development and sales leadership. Recognized for his extensive knowledge of the Indo-Pacific region, he has built a reputation for designing and executing large-scale change initiatives that are innovative, impactful, and sustainable. 

Dr. Berry is the Commander’s Special Assistant and leads the Commander’s Action Group. 

He is accountable for orchestrating the Commander’s engagements and developing strategic initiatives that advance the Commander’s objectives. He reshaped the military strategy for the Indo-Pacific, which has led to the most critical contributions in developing the approaches outlined in the recently published National Security and National Defense Strategies and is leading to expanded relationships with the allies and partners. 

Before joining U.S. Indo-Pacific Command, Dr. Berry was an Organization & Strategy Consultant for Booz Allen Hamilton. He designed U.S. Pacific Command’s Strategic Partnerships Division and Pacific Outreach Directorate. Following the earthquake and tsunami in Japan, the organization advanced a security initiative within the Indo-Pacific region focused on community resilience and sustainability. This effort was endorsed by the Secretary of State and President of the U.S. Chamber of Commerce at APEC 2011. 

Dr. Berry also served as the Chief Strategy Officer for The Asia Pacific Center for Security Studies, a Department of Defense institution focused on providing executive education on the region’s most significant geostrategic problems. Achievements in this role included creating a comprehensive rolling 5-year strategic plan critical to convince Congress and the Secretary of Defense to increase funding for the Center by 25 percent. 

Dr. Berry spent three years teaching at the United States Military Academy at West Point, where he mentored over 600 cadets and helped transform the Cadet Training Leadership System following the tragedy of September 11, 2001. Additionally, he served as a Commanding Officer at the Quartermaster Training Center and School at Fort Lee, Virginia.

Dr. Berry also spent a portion of his career in the private sector as a Financial Consultant with Smith Barney and later with Merrill Lynch. He played a crucial role in transitioning the company from transaction to fee-based revenue and received national recognition for his efforts. 

The driving force behind Dr. Berry’s achievements is a set of leadership principles focused not only on a winning strategy but an incredibly proactive and energized environment that rewards innovation, mitigates risk, and inspires team members to surpass expectations. His published work was recognized by the Jepson School of Leadership at the University of Richmond and named him “one of the most innovative scholars in organizational studies in the United States.” 

Dr. Berry has a Doctorate in Organizational Development from The George Washington University, an MBA from Fordham University, and a Master of Science from Long Island University in Counseling and Leader Development. He is also a graduate of the Senior Executive Course for National Security at Harvard University and a Certified Strategist from the U.S. Army War College.
